Where to apply
The National Social Security Organisation (under the Ministry of Labour and Social Welfare), by administrative tier: Vientiane Capital and provinces → social security service centre or provincial Labour and Social Welfare Division; districts → Labour and Social Welfare Office (Arts. 90, 105, 107, 108; guidance item 37)
Procedure
- Decide the enrolment type: employer (mandatory, for the unit and all workers) or individual voluntary member (aged 18–60)
- Prepare the documents: personal information form; employers also prepare the worker roster + copies of enterprise/tax registration and business licence
- The employer files the documents within 30 days of recruitment or of signing the labour contract at the responsible social security office
- The social security office reviews within 30 days and issues a registration certificate to the unit and a social security card to the insured
- Contribute monthly: employer 6% + worker 5.5% (voluntary 9%), transfer to the social security account and declare the details
Statutory time limit
Registration review: certificate and social security card issued within 30 days of a complete file (Art. 92); benefit rights for family members apply 3 days after their details are declared (guidance item 37)
Common questions and pitfalls
- An employer with one or more workers must register the unit and all workers, within 30 days of recruitment or contract signing (Arts. 90 and 92)
- Not a one-off: on changing jobs, report the social security card number to accumulate the insured period (Arts. 90 and 93)
- If the employer is in arrears and a worker loses benefit rights, the employer is liable and must keep paying (guidance item 36)
- The floor and ceiling of the contribution base fluctuate and are announced in stages — use the current announcement, not an old figure (Arts. 74 and 77)
- Foreign workers are also within scope; after taking a benefit and staying abroad over 3 months, one must report status every 3 months (Art. 90; guidance item 37)
- A voluntary member must be aged 18 to 60; outside this range new enrolment is not possible (guidance item 36)
