Where to apply
One-stop unit of the district Agriculture and Environment Office (formerly Natural Resources and Environment) where the land lies; state land lease/concession and time-limited state land purchases → provincial department; contracts are first certified by the village administration and the court registry
Procedure
- Prepare the documents for your case: first issue — acquisition proof, ID/household book, land use fee receipt; changes — original title, certified contract, latest land tax receipt, both parties' ID/household books
- File at the district one-stop counter; for changes the office first verifies the title within 1 working day
- First issue: inquiry → survey and map (you and the neighbours sign) → file and classification → 30-day objection notice
- Changes: contract certified by the village administration and the court registry → fees and land income tax (sale price through the bank) → memorandum signed with the land officer
- Collect: a first title is printed and signed after the notice period, collected at the office or at a handover ceremony; a change produces a new title within 4 working days
Statutory time limit
First issue: inquiry 5 + survey 5 + file 5 working days + 30-day notice + printing and signature 5 working days (2022 guidance item 3); activity registrations such as lease, mortgage and sale: the title is checked and a certificate of authenticity issued within 5 working days of filing; change registrations such as transfer and inheritance: 1 working day check, the new title within 4 working days of the joint memorandum with the land officer; split or merge of parcels 15 working days; servitude and sale-with-repurchase registration 3 working days; cancellation or termination of a contract 2 working days (2024 guidance, Chapter 2; every figure here was checked against the original)
Common questions and pitfalls
- A land title is not an ownership deed: land belongs to the national community; the title records a use right (Arts. 3 and 99)
- Foreigners cannot be registered as buyers; only lease or concession (Arts. 88 and 131); a lease from a Lao citizen is up to 30 years with provincial approval; from 2026 the state may sell time-limited use rights over state construction land (up to 50 years)
- The sale price must go through the banking system; without bank proof the transfer is not registered (2024 guidance chapter 2)
- Contracts must be certified by the village administration and the court registry before the district office registers them (2024 guidance)
- A first issue has a 30-day objection notice and is suspended if disputed; an objection must be in writing and taken to court within 20 days or it lapses (2022 guidance item 3)
- A title over joint marital property carries both spouses' names (2022 guidance item 2)
- The title is the sole evidence; a lost or destroyed one is reissued on application after verification (Art. 103); developer subdivisions without a land business licence get no titles
- A foreign individual cannot buy land and be registered as the title holder, only lease or concession; to take state land use rights in a company name, choose the Company or legal entity option (Land Law Arts. 88 and 131)
- The maximum term differs across three sources: 30 years in Land Law Art. 120, 50 years in the 2024 guidance, and 99 years for economic zones in Investment Promotion Law Art. 62. Ask the receiving office which applies before signing
- State land is not obtained by negotiation: it goes through bidding and stays inside the planned area (Land Law Art. 119), and needs an environmental impact assessment (2024 guidance)
- The office was renamed: 2026 regulations say Agriculture and Environment, the Land Law and 2022/2024 guidance still say Natural Resources and Environment — same door
