Is there one universal temporary residence permit for every foreigner in Laos?

No sound official basis supports that description. Lao law distinguishes permitted stay and extensions, stay registration, a Stay Permit Card, accommodation reporting, and long-term or permanent residence.

Are LA-B2, a work permit and a Stay Permit Card the same document?

No. They are separate documents and procedures, and ordinary foreign employment usually requires employer or authorized-entity participation.

Does a foreign guest personally obtain an accommodation residence card?

The guest generally shows travel documents or a Stay Permit Card to the person responsible for the accommodation. The hotel, landlord or responsible operator carries the recording and reporting duty.

Who participates?

Stay extension: the applicant should verify the category, documents, prior extensions and competent immigration office before expiry.
Ordinary foreign employee: a Lao-registered employer or authorized entity usually participates. This is not safely described as an individual self-service card.
Investor, project staff, expert, student, spouse or family: verify the visa category and the company, school, project, spouse or other support party first.
Hotel or rented premises: the guest shows documents; the person responsible for the accommodation records and reports. Law No. 59/NA refers to notification to relevant officials and local authorities within 24 hours.

Why no single fixed fee or nationwide material list?

The four matters above are not interchangeable. Any public fee should identify the authority, exact matter, covered person, location, currency, effective period, inclusions and exclusions. A public fee for extension of permitted stay must not be presented as the fee for a Stay Permit Card or work permit. If current written evidence is unavailable, the honest status is “pending confirmation,” not zero.

FAQ

Can a tourist visa automatically become a work/residence route?

No such outcome should be promised automatically. Work formalities depend on visa category, employer support, foreign-worker quota/import steps, a work permit and stay documentation.

What if expiry is near?

Check the actual expiry and document category promptly. LaoPaniti uses seven days as a product warning threshold; it is not stated as one universal statutory filing deadline.
